Carers ACT is the leading not-for-profit organisation supporting unpaid carers in the ACT, working with over 3,700 carers each year to provide guidance, advocacy, connection, and respite. As the Carer Gateway delivery partner for the region, it connects carers to essential services, emergency support, and practical assistance, while also driving awareness and recognition of carers’ vital role. With strong governance, an experienced and professional Board, and membership in the National Network of Carer Associations, Carers ACT ensures local voices influence national policy. Committed to building a Canberra that truly “cares for carers”, the organisation also leads initiatives such as educating health services to be more “Carer Friendly” and advancing the ACT’s Carers Recognition Act 2021.

The role

Carers ACT is seeking an experienced and purpose-driven leader to join the Executive Team as Chief Services Officer. This role is responsible for the organisation’s service delivery portfolio, which represents the majority of programs, people and revenue. The CSO provides oversight of the ACT region of Carer Gateway including counselling, the Commonwealth Home Support Programme (CHSP), Post-Hospital Support, respite services and other funded programs. The position carries accountability for governance, quality, contract performance and workforce capability, with a particular emphasis on aged care and disability experience and strong expertise in clinical governance.

Reporting directly to the CEO, the CSO will lead four key services teams, ensure compliance and quality across multiple government contracts, and drive service innovation, growth, and sustainability.

  • You will provide executive oversight to ensure all services are safe, effective, and aligned with national standards and legislative requirements. You will lead large-scale program delivery while strengthening governance systems that safeguard quality, accountability, and risk management.
  • You will play a critical role in shaping the organisation’s strategic direction, ensuring contractual compliance, and embedding a culture of service excellence across aged care, carer support, and disability programs.
  • You are a senior leader with a strong track record in NDIS, aged care, carer services, or related health and community programs. You combine strategic thinking with operational insight, and you bring expertise in governance, contract management, and workforce leadership.

Carers ACT is looking for a values-led executive with a strong track record in complex service delivery environments such as health, aged care, disability, or community services.

  • Strong people skills commercial acumen, clinical governance expertise, and experience delivering frontline care services are essential, including;
    • Demonstrated expertise in clinical governance, with a clear record of safeguarding quality and safety in service delivery.
    • Strong knowledge of compliance requirements and risk management frameworks.

  
The ability to unify teams, build culture, and manage change will be highly regarded. AHPRA registration (with no restrictions) as either a Nurse, Occupational Therapist, Social Worker or Physiotherapist would be advantageous but not essential for the role.
